Graph API v23.0: Default Advantage+ audiences and targeting updates
Graph API v23.0 introduces default opt-ins for Advantage+ audiences on new ad sets using default or relaxed setups. It also allows age and gender settings to act as targeting suggestions, reaching beyond those parameters if it improves performance. Additionally, planned Special Ad Category requirements have been canceled, and bidding endpoints now require the Instagram User ID instead of the Actor ID.

What to do
Opt out of Advantage+ audiences manually during new ad set creation if strict targeting is required. Update bidding API calls to use ig_user_id instead of instagram_actor_id, and stop sending the canceled Special Ad Category certification fields (is_sac_cfca_terms_certified and is_eligible_for_sac_campaigns).
